EL CERRITO, Contra Costa County — October 24, 2026. El Cerrito’s long-running debate over a modern public library continues after a major funding proposal failed at the ballot box. According to the city’s official library planning record, Measure C received 30.39% yes and 69.61% no votes on June 2, 2026. The city has assembled a seven-member Library Task Force to study potential next steps and offer advice to the City Council.
Why the existing library is a concern
The city describes its current library at 6510 Stockton Avenue as a building constructed in 1948 and expanded in 1960, with about 6,500 square feet of floor space. Officials identify structural and building-system shortcomings, limited room for technology and community programming, and accessibility deficiencies by current standards. These are the city’s published facilities assessment, not an independent engineering inspection by this newsroom.
What happened with the ballot initiative?
A group of residents collected 2,177 qualifying signatures to put the El Cerrito Library Initiative on the ballot. The city prepared an impact report and scheduled the required election. The vote did not authorize the proposed tax measure. City officials also note an earlier library-related measure failed in 2016; separate ballot measures must not be conflated in describing the current funding situation.
What options could the task force examine?
The city’s planning history includes improvements at the existing Stockton Avenue site, a larger new facility near El Cerrito Plaza BART, the former Portola Middle School property, other community locations and possible partnerships. According to the public project record, in early 2026 the council created a seven-member advisory task force, expected to begin meeting in September, to evaluate needs, research scenarios and make recommendations.
The city’s library page says no dedicated funding was identified as of August 2026. Therefore a proposed library site or historic concept drawing should not be described as a fully funded construction project or a building already underway.
How can residents contribute?
Residents can read the city’s collection of prior needs studies, council meetings, FAQs and task-force links, and ask how accessible service, operating costs and community demand will be evaluated. Contact the city’s identified library project liaison through wprovost@elcerrito.gov.
